Description
FedSys is seeking a qualified Intelligence Analyst – Joint Incident Awareness and Assessment Team is to support the Chief National Guard Bureau (CNGB) in his capacity as a member of the Joint Chiefs of Staff.
This position does not provide relocation accommodations.
Duties and Responsibilities
Monitor all global natural and manmade hazards and disasters and develop an executive summary, briefings and/or reports on the potential impact on National Guard equities, properties, personnel and equipment
Deploy with the National Guard Joint Enabling Team to the JFHQ - State i n situations where the NG-J2 coordinates with the state during situations of natural disasters, and the NG-J2 and the state determines that the NG-J2 is required to support the National Guard Joint Enabling Team, and assist the requesting JFHQ - State in developing their IAA collection plan and provide a current status of the Federal IAA capabilities, techniques and processes to the JFHQ - State and the NGB interagency partners
Travel the 54 States, Territories and District as necessary to conduct Joint Incident Awareness and Assessment (IAA) Team (JIT) training sessions. (Training sessions are generally five (5) days long and eight (8) hours per day.)
Review the assessments provided by the students at the end of each training session and provide updates to the courseware to meet the recommendations of the students
Update and modify existing NG-J2 JIT course and courseware to reflect changes in law, regulation, operating tactics, techniques, and procedures (TTPs), technology, policy and National Guard operations
Observe and acquire situational knowledge from the Federal Emergency Management Agency (FEMA) Geospatial Information Coordination Call and other interagency partners during exercises and cases of real-time hazardous and disaster events, and provide to the NG-J2 a report of Federal IAA capabilities specific to the event which will support coordination calls with the JFHQ-State's J2
Facilitate coordination calls with the JFHQ-State's J2 during exercise and cases of real-time hazardous and ds and disaster events
Update and supplement the National Guard Joint Force Headquarters - State J2 Incident Awareness and Assessment Handbook annually; this update will include current, accurate, and complete IAA information
Maintain and update a JIT Program Continuity Book upon any procedural changes to NG-J2 JIT operations, report any changes within 48 hours to the NG-J2, and update the Continuity Book Summary of Changes Log Sheet
Facilitate and manage the establishment and closure of NG Joint Staff Geospatial Information Interoperability Exploitation Portal (GIIEP) accounts
Serve as SME and address JIT equities during state and national level exercise, scenario development meetings and other working groups
Serve as SME and s hare existing JIT equities and best practices in DoD and interagency doctrinal, tactics, techniques, and procedures (TTP) and other working groups
Respond to requests for information concerning JIT and IAA from NGB and the 54 States, Territories and District
Prompt and regular attendance
Other duties as assigned by senior FedSys management.
Knowledge, Skills and Abilities
Knowledge and expertise of DoD and National Guard Incident Awareness and Assessment (IAA) operations and platforms; collection management; processing and exploitation, analysis and dissemination (PAD) of imagery; National Incident Management System; and IA Tools
Must have experience working with Government personnel at a senior level
Must possess specialized experience in providing Intelligence Analysis services in a senior level and secure environment.
Possess the ability to research, assimilate and organize information and write clear, succinct, grammatically correct documents which meet the standards of Army Regulation (AR) 25-50 and/or AFH 33-337.
Working knowledge of commonly used military terminology to be used within office settings to prepare material correctly.
Possess the ability to verbally communicate in a logical, coherent manner as well as interpret and apply administrative guidelines and regulations.

The selected individual must be able to successfully pass a background and drug screening as a condition of employment. The selected individual may/will be subject to a Government security background investigation and must meet eligibility and suitability requirements. Clearance level requirement may be subject to change at the government's discretion. Currently the incumbent must possess and be able to maintain a TS/SCI for the duration of employment. Clearance level requirement may be subject to change at the government's discretion.

Educational / Work Experience
Possess a Bachelor's Degree
Minimum of five years' experience conducting or supporting Incident Awareness and Assessment. Experience to include working with government personnel at a senior level.
Professional/Certification Requirements
Proficiency in the use of computers and associate software. Computer literacy includes demonstrated expertise in using Microsoft Office and various databases.
