Camber is seeking experienced intelligence surveillance and reconnaissance (ISR) mission planners to support U-2 mission planning at Beale AFB, CA.
Required Experience/Qualifications:
**The selected applicants will be subject to a security investigation and must meet eligibility requirements for access to classified information**
One (1) year experience performing Air Force Mission Support System (AFMSS) mission planning.
Current and valid US Passport for the duration of the contract. Doctor's letter attesting individual's ability to travel internationally. Able to provide contract required documentation of immunizations and completion of a medical lab test.
Top Secret/Sensitive Compartmented Information (TS/SCI eligible and NATO Secret security clearances at the beginning of performance.)
Former Air Force officer or enlisted personnel with experience in USAF Intelligence, Surveillance and Reconnaissance (ISR) squadron operations.
Twelve (12) years rated aviation experience or comparable civilian flight experience
Three (3) years of experience with USAF airborne ISR programs.
Three (3) years of experience with Combat Flight Planning Software, visualization and web tools, Windows, and Microsoft Office Suite.
One (1) year experience performing AFMSS mission planning
Ability to pass a pre-deployment medical exam.
Ability to obtain all immunizations prior to deployment.
Maintain a current passport for the duration of their assignment. Obtain all entry/exit visas for countries as required for work performance.
Note: The above years of experience are targets. If short the required number of years, there is a potential ability to obtain a waiver from the customer if the individual has an otherwise strong resume and a work history of success with a “results oriented” attitude
Desired Education and Experience:
A bachelor's degree plus 3 years of recent functional experience, OR; An associate's degree plus 7 years of recent specialized experience, OR; 12 total years of recent specialized experience.
Duties:
- International travel to support enroute recovery teams and detachment operations.
- Develop Combat Mission Folders for the U-2 major weapon system in support of operational, training, test, and exercise sorties. Coordinate mission timing, locations and flight restriction details with Operations Officer, Mission Scheduler and/or Liaison Officer daily. Load and download mission essential information from SIPRNET daily. Develop navigation plans based on specific and distinct aircraft, sensor, mission requirements, and threats. Provide daily pilot briefings, attend pilot mission planning and post flight briefs as required by squadron leadership. Prepare green card, charts, communication boards, and other in-flight pilot products as required by squadron leadership. Provide Extended Tether program (ETP) support through loading mission sensor tasks onto AFMSS, or most current authorized mission planning software. Produce ETP flight and mission products on the AFMSS, or most current authorized mission planning software. Configure AFMSS, or most current authorized mission planning software, and associated equipment and feeds to assist in flight following and link monitoring as described in Mission Planning Cell standards. Coordinate mission pertinent information with the Liaison Officer (LNO) or Theater Mission Coordination Cell daily. Prepare worldwide deployment packages that include green card, charts, communication boards, International Flight Plan, approach plates, STARS/SIDs, diplomatic clearances, and pilot briefing materials as required. Maintain MPC qualification as a U-2 Mission Planner. Maintain Combat Mission Readiness (CMR) status as a U-2 Mission Planner for Reconnaissance in Support of Nuclear Operations (RISNO). Each Contractor Mission Planner will attend RISNO certification/re-certification and RISNO study.
- Perform shift work in support of Mission Planning Cell (MPC)'s 24/7 operations.
- Provide Sensor Planning Support to Operational, Training, Test, and Exercise sorties.
- Generate sensor plans utilizing theater guidance and, as required, partner with distributed mission planning partners to achieve required ISR effects.
- Generate U-2 navigational tracks to collect multi-intelligence data on enemy targets in support of theater combat, strike, and no-fly zone enforcement plans.
- Build collection emphasis requests to enhance and refine collection during high-altitude missions.
- Adhere to Theater Special Instructions (SPINS), Baseline & Daily Reconnaissance Surveillance and Target Acquisition (RSTA) Annex, Air Tasking Order, Airspace Control Order, associated weapon system and sensor technical orders, tactical guidance/directives, AF doctrine, as well as national/international flight and navigation regulations.
- Deliver mission plans on-time in accordance with contracts established in SPINS, CONOPS, as well as written agreements between actors within the High Altitude Intelligence, Surveillance, Reconnaissance (HAISR) value chain.
- Plan and execute image and signals collection for U-2 reconnaissance missions.
- Execute time sensitive sensor planning requirements as directed.
- Coordinate theater requirements with applicable liaison officers, ensuring achievability or requirements, clarity of essential elements of information, required dissemination methods and specific product expectations.
- Partner with other MPC members to ensure checklists are updated regularly.
- Provide inputs regarding MPC products relating to sensor plans, capabilities, tactics, and strategies to leadership and mission partners as required.
- Capture and present measures of performance relating to sensor planning operations with the intent to refine MPC and U-2 sensor planning operations.
- Author detailed training briefings and continuity documents relating to new platforms, processes, and procedures.
- Research, write, and present mission planning summary reports at the discretion of the MPC Chief (MPCC) or following significant mission events.
- Represent unit at working groups as a recognized subject matter expert on sensor planning tactics, techniques, procedures, and capabilities.
- Provide input relating to accomplishments and challenges in performance of sensor planning tasks and subtasks at the discretion of the MPCC.
- Ensure all electronic technical data, regulations, and instructions required for safe flight is current on all required systems, including, but not limited to: technical orders, SPINS, CONOPS, etc.
- Provide analytical, advisory, and technical support to MPCC and 99 RS Squadron Commander. This support includes the development of relevant guidance, including: CONOPS, AFI's, MWS Vol. 1-3 modifications, etc.
- Assist MPC project management efforts directed and approved by either the MPCC or the 99 RS Squadron Commander to improve MPC integration into the USAF HAISR value chain as well as national architectures.
- Provide analytical and advisory support in the development and direction of strategic systems planning efforts for the U-2 MPC.
- Analyze/evaluate MPC and associated support systems and networks to recommend changes and upgrades to MPC and 99 RS leadership to maximize weapon system efficiency and effectiveness.
- Observe/evaluate the MPC Concept of Operations and provide recommendations to MPC and 99 RS senior leadership regarding improvements to increase the efficiency and effectiveness of system integration, operations, and maintenance.
- Conduct research of new and existing technologies to suggest and/or recommend technical solutions for new modifications or resolve system deficiencies.
- Provide analytical, technical, functional and management support by coordinating and troubleshooting logistical issues and plans sustaining MPC continued mission support activities.
- Provide analytical and advisory support to both MPC and 99 RS and other attached worldwide U-2 Forward Operating Locations to plan and accomplish goals.
- Attend meetings on base occurring approximately monthly where various aspects of MPC mission planning operations are discussed.
- Conduct Security Management: Follow and enforce national, Department of Defense (DoD), and Air Force security policies and directives both verbal and written reports for non- compliance issues.
- Perform proactive security functions to deter, detect, isolate, contain, and recover from information system and network security intrusions.
- Assist with Problem Management: Categorize, isolate, and resolve problems involving the communication of mission planning
- Assist MPC Information Technologists in the design, specification, and development of locally initiated, MPCC-Approved, MS (Word/Access/Excel/Project) based computer database programs and local forms.
- Safely use SIPR, NIPR, and JWICS accounts.
- Provide monthly training to MPC personnel on necessary applications/systems
