Municipal Finance Specialist (Finance)



Job Summary

This position is primarily responsible for supporting the operational activities for the Municipal Finance department.  The incumbent will support critical procedures that ensure an efficient documentation practice, including but not limited to: Application entry into the ADVANTAGE system; review and system input; customer service and support of all other critical risk management activities needed to minimize credit, documentation and operational risks in Municipal Financing.  

Key Responsibilities / Essential Functions

  • Collect all required loan/lease documentation from vendors, customers, brokers, prospects, and Municipal Finance personnel.  Ensure that all loan and lease information is accurate and complete.  
  • Provide superior customer service to all internal and external customers and work with vendors and brokers to increase contract volumes.  
  • Ensure adherence to all regulatory and compliance procedures.  
  • File UCC's and follow up for UCC continuations and cancellations.
  • Ensure lien perfection on titled equipment; insurance verification and tracking; follow-up and tracking for Municipal lease transactions.  
  • Serve customers by answering questions related to the general servicing of their loan or lease.
  • Maintain confidentiality and security of sensitive information.
  • Adhere to all corporate policies and procedures, Federal and State regulations, and laws. 
  • Complete all mandatory annual compliance training.
  • Follow regulatory requirements including those pertaining to the Bank Secrecy Act (BSA), Anti-Money Laundering (AML), Customer Identification Program (CIP), and OFAC to assist in the identification, detection, and determent of money laundering and other unlawful activities, as well as regulations pertaining to lending and consumer compliance to include fair lending laws. 
  • Perform other duties and special projects and assigned. 

Job Requirements

Education:

  • High School Diploma or equivalent required.  

 Required:

  • 3+ years experience in a customer service-oriented business environment, preferably in a financial institution or similar industry. 
  • Proficient in Microsoft Office products.  
  • Ability to understand and use Bank policies and procedures to ensure operational efficiency and regulatory compliance and to understand when an exception is required.  
  • Ability to comprehend all federal and state banking regulations pertaining to lending and consumer finance, including fair lending laws, the Bank Secrecy Act and the US Patriot Act.
  • Demonstrated problem solving ability and Effective time management skills.
  • Above average communications skills with emphasis on listening and problem-solving skills.

Preferred:

  • Undergraduate degree in Finance, Business Administration, Operations Management; or equivalent working experience in a related industry.
  • Experience in municipal financing products, pricing, and documentation.
  • Previous experience with Municipal Finance Agreements (CFA), Municipal Loans/Lease documentation.
  • 1+ years experience in a lending department of a bank.
