21-150.B - Integrity Management Program Engineer (Finance)
Job Objective: Actively implement the Integrity Management Program for Hilcorp Alaska's regulated pipeline assets. Essential Job Responsibilities:
Implement the pipeline Integrity Management Plan (IMP) in compliance with DOT/PHMSA requirements and industry standards.
Develop and maintain standards and protocols in support of the IMP and provide training on company processes and procedures. Ensure IMP is current with the regulations, industry practice, new technologies, integrity assessment methods, and repair methods.
Support data analysis of integrity assessment results to ensure compliance with required actions.
Complete the Integrity Management Plan annual performance reports.
Conduct annual Pipeline Risk Assessments to identify Preventative & Mitigative Measures (PMM). Implement PMM activities and report on progress and completion.
Maintain, update, and use data in GIS and PODS to load inspection data, assess anomalies, conduct corrosion assessment of defects etc.
Ensure initial and ongoing review of required construction and repair records to maintain accurate asset integrity knowledge basis.
Conducts integrity verification reviews, including MAOP/MOP validation as well as other "life of pipe" required records for traceability, completeness and validity.
Provide engineering support for pipeline integrity projects including fitness for service calculations, welding calculations, material selections, determination of required hydrostatic test pressures, MOP/MAOP calculations, calculation of set points for pumps, compressors and other pressure control devices to ensure MOP/MAOP is not exceeded.
Initiate and track temporary pressure reductions associated with pipeline integrity activity.
Plans, organizes, and directs the repair process to ensure readiness to complete pipeline repairs when required at the minimum feasible interval.
Establish call-out contracts/agreements for inspection, pigging, isolation, repair, decommissioning and re-commissioning etc., as dictated by identified repair scenarios.
Establish process for procurement and storage of spares and intervention tools.
Act as a technical resource for corrosion mitigation, defect analysis, monitoring and inspection of pipelines.
Provides input to new construction pipelines and due diligence to support pipeline integrity efforts.
Act as subject matter expert in support of regulatory agency audits and inspections. Assist with document preparation and act as company representative for site visits.
Other Job Responsibilities:
Assist in preparation of budget plan for pipeline activities and communicate to Operations on required projects and tasks.
Manage scope, budgets, and schedules for all assigned projects. Hold self and others accountable for accomplishing tasks on time and budget.
Provide visible leadership to represent the Integrity Team. Visit the facilities, pipelines and related project sites regularly.
Develop and implement innovative project execution strategies in order to reduce costs and improve quality (to include safety).
Collaborate with operations and maintenance personnel to plan and prepare integrity activities in conjunction with facility operations.
Self-perform the management and technical aspects of assigned projects to the maximum extent possible.
Responsible for enhancing existing processes, and the development of a consistent approach to integrity. Streamline procedures, employ new technologies, and develop innovative strategies to ensure efficient operations.
Demonstrate value to operations and asset team personnel.
Maintains a service-oriented attitude to assist operations and engineering staff with programs and procedures to ensure work is performed safely and is appropriately documented and tracked.
The position involves being actively engaged with internal and external stakeholders in an advocacy role for the Company regarding federal and state issues, and potentially other issues.
Other duties as directed by management.
Qualifications:
Five (5) years minimum experience in oil and gas facilities and/or pipeline engineering and compliance experience, preferably in Alaska.
Working knowledge of:
Pipeline Operations
DOT PHMSA 49 CFR 192 and 195.
Knowledge of ADEC Corrosion Control regulations and SPCO requirements preferred.
Experience in Federal and State regulations related to Pipeline operations preferred, including skills in auditing, reviewing, reporting and recordkeeping of regulatory required files.
Proficiency in the use and application of the following software:
Required: Microsoft Office (Excel, Word, and Outlook) Preferred: Microsoft Project, Sharepoint, AutoCAD, New Century, PODS
Ability to complete multiple, diverse tasks of differing priorities.
Exceptional ability at successful project management.
Proficient in organization and data management.
Excellent written and verbal communication skills, with specific ability to translate complex information into an organized and presentable manner.
Ability to maintain a positive, professional, and solutions-oriented approach with coworkers, supervisors, other departments, officials, and the public.
The successful candidate will demonstrate that s/he can take ownership of the job responsibilities and hold themselves accountable for their successful completion.
Ability to be available 24 hours per day (on call for questions, emergencies, etc.).
This position requires travel (intermittently up to 15%) to field facilities and other offices, as well as periodic work in outdoor and industrial facility environments to oversee on-site contract staff, and establish and maintain good working rapport with operations personnel.
Education Requirements:
Required: Bachelor of Science degree from an accredited four-year university or college in Engineering (Mechanical, Civil, Chemical or Metallurgy preferred), or related field.
Certifications, Licenses, Registrations:
Preferred: Professional Engineer's License
Preferred: Integrity management or corrosion control certifications
