Job Objective: Accountable for implementation of regulatory programs related to Pipeline Safety in accordance with state and federal regulations. Essential Job Responsibilities:
Provides technical interpretation of federal and state regulations for pipeline safety. Monitors and communicates changes to regulations for impacts and implements required updates to company DOT programs for implementation at sites, and incorporates new requirements into existing infrastructure. Identifies the HAK assets that are subject to compliance with the standards and the specific aspects of the regulations that apply.
Interacts with external stakeholders as HAK company representative regarding compliance with federal and state pipeline safety regulations. Supports management in relationships, inquiries, interpretations, and responses to regulatory agencies.
Coordinates, compiles, and submits responses to agency inquiries and enforcement actions. Ensures all filings are completed as required by state and federal agencies.
Develops, implements, and manages DOT Pipeline Safety Programs, Manuals, Forms, and Procedures including the Operations and Maintenance Manuals, the Public Awareness Plan, the Operator Qualification Program, and the DOT Training and Drug Testing Programs.
Works with Operations to implement and manage detailed, proactive systems to ensure compliance with Federal and State Pipeline Safety regulations and Company requirements, with a strong emphasis on a Management Systems approach to compliance and is proactive to coordinate with Operations early in the planning process so surprises are minimized.
Provides visible leadership and direction in the development of pipeline safety regulatory compliance programs, policies, and procedures, both in the office and in the field.
Regularly interacts with Asset Teams and Midstream group to understand impacts to operations, ensure programs and processes are in alignment, communicates key metrics and demonstrates value.
Drives pipeline safety management review process.
Provides training for pipeline safety programs to office and field personnel, as necessary.
Accountable to communicate out all pipeline safety compliance requirements to Internal Stakeholders.
Accountable for Operator Qualification program implementation; including communication of requirements to Operations and oversight of tracking and implementation.
Accountable for Public Awareness and Damage Prevention program implementation.
Coordinates with Assets and other support team members for implementation of all compliance activities, including:
Communicates requirements for Drug & Alcohol program to Human Resources department and ensures company policy and practices are in compliance.
Communicates O&M compliance activity requirements to Operations and assists with tracking and implementation.
Communicates requirements of Emergency Response program to EHS Department and ensures company procedures and activities are in compliance.
Assists Integrity Management Engineer with implementation and compliance requirements for Integrity Management Program (IMP) in accordance with state and federal regulations.
Assists Control Room Manager with implementation and compliance requirements for Control Room Management (CRM) program in accordance with state and federal regulations.
Conducts internal compliance audits, and oversees all external pipeline safety audits and/or inspections.
Responsible for management review and continuous improvement efforts for pipeline safety program.
Performs / participates in due diligence for Acquisitions.
Maintains all HAK pipeline safety program documentation in company electronic document management system and on the pipeline compliance SharePoint site.
Assists Management, Operations, EH&S, and Engineering staff regarding technical guidance, permitting, project development and implementation, One-Call & Incident Notification/Response, and other routine pipeline compliance issues and requests.
Researches, compiles, and/or prepares impact assessments economic studies, in response to proposed changes in regulations, recommendations, policies, procedures, and correspondence.
Collaborates with team members in other regions of the company for implementation of pipeline safety programs.
Provides visible leadership and direction in the development of pipeline safety regulatory compliance programs, policies, and procedures, both in the office and in the field.
Regularly interacts with Asset Teams and Midstream group to understand impacts to operations, ensure programs and processes are in alignment, communicates key metrics and demonstrates value.
Works with Management, EHS, and Operations to develop and implement action plans to correct identified deficiencies in the compliance programs.
Works with other support teams (e.g. Process Safety, Environmental, IT) to achieve single-source solutions.
Provides oversight and direction to Pipeline Compliance Specialists and Pipeline Compliance Field Coordinators/Technicians.
Responsible for preparation of annual budgets, cost tracking and forecasting, scope management, and schedule for all pipeline safety compliance related activities. Holds self and others accountable for accomplishing tasks on time and budget.
Manages contracts with numerous service support contract companies. Negotiates rates and resolves conflicts. Provides feedback to contract companies on performance expectations.

Qualifications:
Eight Five (85) years minimum experience in pipeline safety regulatory compliance and risk management, preferably in Alaska.
Working knowledge of:
Pipeline Operations
DOT PHMSA 49 CFR 192 and 195.
Knowledge of ADEC Corrosion Control regulations and SPCO requirements preferred.
Experience reading and interpreting applicable governmental regulations pertaining to Federal and State-regulated intrastate and interstate pipelines, as well as industry standards, and to make well-supported and documented recommendations to Operations.
Proficiency in the use and application of the following software:

Ability to be available 24 hours per day for periods of time (on call for questions, emergencies, etc.).
This position requires travel (intermittently up to 15%) to field facilities and other offices, as well as periodic work in outdoor and industrial facility environments, to validate field conditions and establish and maintain good working rapport with operations personnel.
Education Requirements:
Required: Bachelor of Science degree from an accredited four-year university or college in Engineering or a closely related field, or other equivalent years of experience in the oil and gas industry, specific to pipeline engineering, regulatory compliance and/or integrity.Bachelor's Degree from an accredited four-year university or college.
Preferred: Bachelor of Science Degree in Engineering or related field from an accredited four-year university or college.
Bachelor's degree in business, engineering or an equivalent combination of formal education and the following job-related experience
