Department Administrator (Finance)



This position reports to a department chair in the College of Medicine. In general, positions assigned to this classification must directly supervise two or more regular full-time employees, and otherwise meet the criteria for the Executive exemption under the Fair Labor Standards Act. Additionally, positions assigned to this class must meet the requirements for an Administrative exemption under FLSA by providing administrative leadership on matters of significance with regard to human resources, procurement, budgeting, and/or regulatory compliance. The position is responsible for interpreting university, UMSA, and MSSC policies, ensuring that administrative activities are in compliance with policies and procedures for the conduct of university business. The Department Administrator trains direct reports and support staff throughout their unit/division on administrative procedures and requirements, and serves as a liaison with other administrative departments. This position advises department staff and faculty on administrative matters, and uses considerable discretion and judgment to counsel staff and faculty on appropriate courses of action. This position is responsible for overseeing multiple budget entities (for example, E&G, patient revenue, grants, contracts, auxiliary, stimulus funding, etc.).This position requires a Bachelor's degree in related field and 6+ years of related experience OR equivalent combination of education and experience.

FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.

  • Direct all administrative activities of the department in compliance with state, university, UMSA and MSSC rules and regulations.
  • Prepare and present the departmental budget and monitors compliance of each cost center within the approved budget.
  • Responsible for the personnel management of department staff (interviews, hires, trains, evaluates, counsels, disciplines and terminates employees).
  • Coordinate activities of the various divisions within the department.
  • Assist faculty members in obtaining and administering research grants.
  • Oversee billing, collections, and tracking of accounts payable/receivable for clinical services.
  • Oversee clinic operations and services including, but not limited to, clinic budgets, lab services, accreditation surveys, allied health staff, patient issues, medical records, and medical errors.
  • Serve on various committees and work groups within the College of Medicine and USF Health.
  • Manage the financial administration of auxiliary, grant and contract, patient revenue, overhead, salary rate, concession and related USF Foundation funding sources.
  • Serve as an administrative representative for the unit on division, college, campus or university- wide or committees and work groups.
  • Develop and implement business and fiscal processes to ensure compliance and good stewardship over University resources. Must remain up-to-date with changes in university, UMSA, MSSC, state, federal or sponsoring agency policies and regulations.
  • Coordinate recruitment efforts with hiring managers, serving as liaison with DEO and central HR. Review applicant information, schedule and participate in interviews, facilitate search committee meetings.
  • Maintain the unit's Affirmative Action Program, fulfilling reporting requirements and participating in Diversity programs and activities.
  • Manages and/or participates in special projects and analysis work, such as physical moves, reorganizations, institutional effectiveness plans, development of unit metrics, and specialized research related to the function of the unit.
