Regulatory (Bylaws) Review and Development Specialists (Finance)

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.
Tetra Tech is seeking a Regulatory (Bylaws) Review and Development Specialist to review bylaws regarding Register of Energy Auditors and Register of Energy Audit Extracts.
The Specialists will:
- Study and analyze the current text and requirements of the Law of Ukraine on Public Electronic Registries 2021 #1907-IX of November 18, 2021
- Study and analyze the current text and requirements of the Procedure for maintaining and publishing a database of energy auditors, adopted by Decree of CMU of 19 of January 19, 2024, No. 54
- Study and analyze the current text and requirements of the Procedure for introducing and publishing a database of extracts from energy audit reports, independent monitoring of extracts from energy audit reports, and independent verification of energy audit reports, adopted by Order of the Ministry of Development of Communities, Territories and Infrastructure of Ukraine of November 16, 2023, No. 1041.
- Prepare the draft amendments for analyzed bylaws mentioned above.
- Discuss drafted amendments with the State Agency for Energy efficiency and energy saving and the Ministry for
- Development of Communities and Territories of Ukraine, Ministry of Digitalization of Ukraine (if required).
- Prepare the final draft amendments.
Minimum Qualifications Required:
- Bachelor's degree with equivalent combination of experience and education in energy, energy efficiency, legal, or a related field.
- At least 10 years of experience in legislation and regulations (bylaws) development.
- At least 5 years of experience with energy legislation.
- Sound knowledge in energy efficiency legislation of Ukraine and EU (laws, regulations, bylaws, directives).
- Excellent computer literacy.
- Fluency in Ukrainian and English
