BI Solutions Analyst (Data Prep) I/II/III/IV/V-002696 (Finance)

The BI Solutions Analyst is expected to have strong experience with SQL, SAS, or other programming languages and Cognos Analytics, SSRS, and BI applications both from a report and data development perspective. Experience with Azure Analytics, Databricks, Python, or SAS Dataflux would be a huge plus!
The Business Intelligence (BI) Solutions Analyst is responsible for implementing reporting and analytical solutions across the organization by leveraging the "best-fit" business intelligence technology solution. The BI Solutions Analyst will design, develop, test, implement and maintain business intelligence solutions that enable better data-driven decision making. The BI Solutions Analyst works very closely with employees across the organization to evaluate reporting & analytical needs, the underlying business requirements & scope, and implements a business intelligence solution that meets the reporting & analytical need.
Essential Responsibilities/Accountabilities:
All Levels:
Under the guidance of the Manager, Business Intelligence Solutions, this position is responsible for all aspects of implementing and supporting BI solutions including:
• Gathers and analyzes business requirements for BI solutions in support of external employer groups and internal business units (Finance, Claims, Marketing, Sales, etc.).
• Uses established BI practices and methodologies, defines and develops BI solutions including; data models, cubes, reports, dashboards, visualizations, analyses, and portals, to support the customer requirements and Health Plan business strategies.
• Adheres to, and works to improve, the BI development lifecycle as BI solutions are developed and implemented.
• Leverages the company's array of Business Intelligence technology applications to implement solutions that deliver the most optimal reporting and analytical solution.
• Fosters collaborative relationships within the team and across functional business areas throughout the organization, aiding in growth and development as needed.
• Works actively to increase the BI competency throughout the Health Plan BI user community through user education and mentoring.
• Uses data modeling and database architecture techniques and tools, develops comprehensive metadata for optimal BI utilization.
• Manages, organizes, and prioritizes tasks for multiple projects with competing deadlines toward timely and successful completion.

Demonstrates increased skill level in core skills as follows.
Level I:
• As assigned, develops BI solutions, researches and resolves BI application and data issues.
• Responsible for assignments and data requests related to one line of business or department.
• Creates and maintains appropriate documentation identifying what enhancements and/or requirements/specifications have been made and/or requested.
• Utilizes established standards and requirements, delivers BI solutions according to specifications.
• Performs effective testing to ensure functionality and verify results.
Level II (in addition to Level I essential responsibilities/accountabilities):
• Responsible for assignments related to multiple lines of business or multiple departments.
• Interacts with business area partners on a 1:1 basis for purposes such as requirements gathering, acceptance testing and training.
• Focuses on growth in a specific concentration. Concentrations include but are not limited to the following:
o Data Modeling
o Report Development & Visualization
o Process Automation & Documentation
o Database Analysis & Development
o Data Mining & Warehousing
o Business & Data Analysis
o Solution Architecture
o Web Development
• Proactively identifies, addresses, and appropriately escalates risks and concerns before they become systems issues.
Level III (in addition to Level II essential responsibilities/accountabilities):
• Responsible for larger assignments crossing lines of business, and ability to influence and present to managers and above.
• Serves as a BI subject matter expert and mentor to the organization on the use of BI tools.
• Assists in development of presentations as a technical or subject matter expert.
• Identifies and documents best practices and makes recommendations for standards improvement.
• Interacts regularly with business area partners at a manager level, presenting recommendations and statuses.
• Proactively identifies system risks/issues as they occur and provides recommendations for remediation.
Level IV (in addition to Level III essential responsibilities/accountabilities):
• Responsible for strategic BI assignments crossing a multiple line of business, and the ability to influence and present to senior management.
• Advises others of technical/business directions, issues and needs, and defines and leads training seminars.
• Develops strategies to meet organization and business goals with Business Intelligence technologies.
• Interacts regularly with business area partners at director/VP level, presenting recommendations and statuses.
• Considers risk and impacts of development across organization.
Level V (in addition to Level IV essential responsibilities/accountabilities):
• Is recognized as organization's SME in key analytic capability and/or data source of strategic importance to the enterprise.
• Mentors and provides guidance to teams of BI professionals.
• Uses innovative thinking to help customers envision and define future state of Business Intelligence solutions and capabilities.
Minimum Qualifications:

Level I:
• Bachelor's degree in Computer Science, Information Technology, Mathematics, Statistics, Finance, Accounting or relevant field (or four additional years related work experience in lieu of bachelors).
• Related work experience (i.e. Co-ops/Internships) preferred.
• Familiarity with Business Intelligence tools, including, but not limited to; Cognos Analytics, PowerBI, Tableau, MicroStrategy, SAS Enterprise Guide, SAS Dataflux, Tibco Data Virtualization.
• Understanding of relational database concepts, data warehousing, and database design.
• Demonstrated business and technical problem-solving skills.
• Demonstrated analytical and business process development skills.
• Understanding of software development lifecycle, application delivery, management structures, reporting and documentation procedures.
• Strong knowledge in SQL. Knowledgeable in; Python, R, or other relevant programming languages.
• Good written and verbal communication skills.
Level II (in addition to Level I minimum qualifications):
• Three years related work experience.
• Strong analytical, diagnostic, and problem-solving abilities with attention to detail.
• Demonstrated ability to effectively interact with internal and external customers, translating user information needs into requirements and delivering high quality results.
• Demonstrated experience in data warehousing, database design, solution architecture.
• Demonstrated experience with Business Intelligence tools.
• Advanced knowledge in SQL.
Level III (in addition to Level II minimum qualifications):
• Five years related work experience.
• Demonstrated skills in quality principles especially root cause analysis and problem solving.
• Demonstrated expertise in data warehousing, database design, solution architecture.
• Demonstrated experience in employee training, development, and mentoring.
• Ability to facilitate effective presentations to front line management staff.
Level IV (in addition to Level III minimum qualifications):
• Eight years related work experience.
• Demonstrated expertise in quality principles especially root cause analysis and problem solving.
• Demonstrated leadership in data warehousing, database design, solution architecture.
• Demonstrated leadership in employee training, development, and mentoring.
• Demonstrated experience facilitating effective presentations to senior management.
• Viewed as a technical expert in the field.
Level V (in addition to Level IV minimum qualifications):
• Eleven years of related work experience.
• Demonstrated leadership in facilitating effective presentations to all levels of the organization.
• Viewed as a technical expert in key analytical field and subject matter expert in one or more data source of enterprise strategic significance.
