Position Summary

The Program Manager is responsible to ensure completion of project requirements through applied knowledge and skills. They are responsible for project execution from initiation to completion.

This position requires technical and administrative control of projects in accordance with the agreed contract requirements, schedule, commercial target, and any other regulatory body or class society requirements.

  • Responsible for executing defined projects, ensuring they meet schedule, specification, cost, quality and all other contract requirements.
  • Application of key program management techniques and tools including ; scheduling, organizing, communication, problem-solving, cost & risk management, negotiation and conflict resolution.
  • Coordinates with the Sales & Proposal groups to establish accurate proposal plans, contract budgets, deliverables, and schedules to meet proposed contracts requirements. Manages the transition from the proposal phase to the contract phase, effectively communicating the requirements and objectives to all stakeholders.
  • Proactively monitors risks, opportunities, and project performance to ensure project is achieving all business objectives and coordinates development of recovery plans in areas of deficient performance.
  • Serves as the principal point of contact with the customer. Serves as the customer advocate for all matters pertaining to the assigned projects. As the customer advocate, participates in all areas requiring resolution, whether with other departments/functions, organizations, or suppliers.
  • Assures adequate cost collection occurs to verify budget accuracy.
  • Evaluates all phases of the assigned projects including budget, schedule, technical performance, and manufacturing performance, actuals and variances. Provides periodic reports to management to reflect the status of the assigned projects.
  • May be required to occasionally travel to customer or supplier locations.
  • Supports development and execution with Segment Directors, Sales Managers, Service Centers, Project Leads and Customer Service.

Principle Duties and Responsibilities

The Program Manager oversees and is responsible for the entire lifecycle of each project or program. The focus is on technical and administrative control and alignment of all stakeholders. The Program Manager acts as the point of contact from contract kickoff through completion of the warranty period for the customer, internal stakeholders and executive leadership.

The Program Manager is responsible for leading execution teams to ensure each project's technical and business objectives are achieved. When tasks are delegated either internally or externally, responsibility remains with the Program Manager. The Program Manager is responsible for defining contractual and financial requirements, schedules, and managing project financials; as well has holding the execution team members accountable for performance.

Success is measured in terms of meeting or exceeding project financial performance (revenue, cost, and profit margin), customer satisfaction metrics, and contract deliverables.

Qualifications, Skills and Educational Requirements

  • Bachelor's degree in business administration, project management, a technical degree or equivalent program management experience is required.
  • MBA with a concentration in project, operations or business management is preferred.
  • 3 -5 years of demonstrated successful program execution experience or comparable experience is required.
  • Demonstrated ability to lead an indirect team of 5-10 individuals.
  • Project Management Professional (PMP) certification is required within 6 months of hire.
  • Must demonstrate ability to maintain a high level of customer relations skills.
  • Must possess demonstrated project management skills including scheduling, organizing, communication, problem-solving, cost & risk management, negotiation and conflict resolution.
  • Flexibility - must adjust and thrive in an environment with changing requirements, schedules and priorities for multiple projects or assignments.
  • Must be competent in the use of MS Office Suite including Microsoft Projects.
  • Willingness and flexibility to travel to interact with customers.
  • Experience in Oracle or ERP software preferred.
  • Military experience, especially in the U.S. Navy, is a plus.
  • This position requires access or potential access to Unclassified Naval Nuclear Propulsion Information, which is Not Releasable to Foreign Nationals (NOFORN). Therefore, to meet NOFORN requirement, you will have to provide proof of U.S. Citizenship and attest you do not have dual citizenship. Acceptable proof of U.S. Citizenship is a U.S. Passport, U.S. Birth Certificate or Naturalization Certificate.
