Fiscal Analyst - Facilities Management (Finance)



The County of Riverside Facilities Management Department has an opportunity for a Fiscal Analyst supporting the Facilities Management Administration Division located in Riverside. Candidates must have knowledge of the accounts payable and the procurement process. The Riverside County Department of Facilities Management provides property management and operations services for county owned and leased facilities throughout the 7,200 square miles of Riverside County and over 14 million square feet of space. The department is responsible for keeping county buildings safe, comfortable and productive for both county staff and the public. The Fiscal Analyst will be responsible for the tracking of capital assets in PeopleSoft and non-capital assets in ServiceNow. Among other duties, the Fiscal Analyst will also be responsible for reviewing and approving purchase orders in PeopleSoft. The Fiscal Analyst will be working directly with an Admin Services Analyst II as part of our assets team. This position may require some traveling therefore a California Drivers License is required. The position will work a 9/80 schedule from 7:30 am to 5:00 pm.
The Facilities Management Department is not currently offering Telecommuting or hybrid work schedule options at this time, all positions are reporting in office full time.

MEET THE TEAM! Riverside County Department of Facilities Management• Research and resolve a variety of difficult problems independently; exercise initiative in anticipating or identifying problems or errors and follow through to resolution; forecast impact of potential actions/decisions.

• Interpret a wide variety of complex policies, procedures, regulations, contracts and agreements to determine their applicable provisions and clauses for assistance with difficult problems and circumstances.

• Plan, coordinate and conduct studies of fiscal operations, cost allocations and/or allocation basis, budget preparation and control, equipment usage, staffing patterns, work flow, and space utilization.

• Develop reports and recommendations for appropriate action based on the analysis of gathered data.

• Prepare or assist in the preparation and/or review of budgets; analyze need for budget items requested to determine whether items are justifiable, based on program objectives and priorities.

• Examine and provide recommendations for the transfer of funds; review financial data on an on-going basis to ensure conformance with established guidelines.

• Develop and recommend fiscal policies and procedures; develop written procedures to clarify or describe standard practices; coordinate the publication and dissemination of procedures; review present and pending legislation to determine effect on departmental operations, programs and budgets.Education
Graduation from an accredited college or university with a bachelor's degree, preferably with major coursework in business or public administration, accounting, finance, or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.) You must upload a copy of your official/unofficial transcripts or diploma as part of your application.

Experience
Two years of paraprofessional accounting experience equivalent to the Riverside County classification of Accounting Technician.

EQUIVALENT TO ACCOUNTING TECHNICIAN refers to functioning primarily as a key assistant to a professional accountant or other management staff in a large organization; performing difficult and complex paraprofessional accounting work that required the use of a wide range and variety of basic accounting principles and procedures in the establishment and maintenance of an accounting system for a large organization; performing highly responsible and complex work in specialized/technical reviews; having final approval and control of complex and varied accounting records, accounts, or claims.

Other Requirements
Possession of a valid California Driver's License may be required.

Knowledge Of
Principles of administration, organization, and governmental accounting systems necessary to analyze and evaluate fiscal operations and programs; principles and practices of fiscal management and budgetary control; grantsmanship; federal OMB Circulars relating to federal grants and allowable costs; accounting and business law terminology; significance of the accounting cycle, and the interrelationship of data contained in various accounts; mathematical techniques and concepts involved in collecting, organizing, interpreting, summarizing, analyzing and graphically presenting numerical data; spreadsheets and the basic elements of supervision.

Ability To
Collect and evaluate data; draw conclusions and formulate recommendations and project consequences of recommendations; monitor expenditures and maintain fiscal control; develop and write grant applications; interpret legislative and administrative mandates and regulations; plan, organize and supervise the work of subordinate clerical or technical staff; establish and maintain effective working relationships with those contacted in the course of work; communicate effectively in written and verbal form; analyze fiscal operations through the use of spreadsheets.GENERAL INFORMATION
