Financial Analyst III (Government)

Description
FedSys is seeking qualified personnel to perform Financial Analyst Support for the National Guard Bureau J2. The position requires excellent reading and comprehension skills, understanding record management and 3 to 5 years of experience as a financial analyst.
This position does not provide relocation accommodations.
Duties and Responsibilities
Prepare a monthly data call to JFHQ-STATE to coordinate intelligence resource requirements, consolidate the data and enter it into the financial database.
Coordinate with the State J'2s to determine the status of funding and the submission of unfunded requirements and with the ARNG and the ANG to determine the status of planning, designing, constructing, and accrediting SCIFs.
Coordinate with the JFHQ State J2 to verify that the NG SCIF program resources are planned, programmed, obligated, and executed on schedule.
Provide research to determine the root cause of all resourcing issues and identify potential courses of action with advantages and disadvantage for each course of action and present those courses of action to the NG-J25 for decision.
Update the JFHQ-STATE Resource Advisor/J2 Program Manager/Special Security Officer contact roster weekly.
Observe the various weekly financial meetings and teleconferences/ conferences and provide meeting minutes to include an analysis of any issues/areas of concern to the NG-J2.
Maintain a valid list of requirements, identify those unfunded requirements, prioritize the list of unfunded requirements, and when unspent funds become available, have a purchase request ready to submit to fund the most important requirement.
Ensure the requirements validation board, unfunded requirements, unfunded priority list, and draft purchase request forms are prepared accurately and completely and presented to the NG-J2 for approval and are ready for submission when if funding becomes available.
Prompt and regular attendance.
Other duties as assigned by senior FedSys management.
Knowledge, Skills and Abilities
Must have working knowledge of the DoD Programming, Budgeting and Execution process with experience in generating fund status reports and extracting financial data from the following systems:
Defense Enterprise Accounting and Management System (DEAMS)
Resource Management Online system
Defense Travel System and Data Warehouse (EDW)
General Fund Enterprise Systems (GBFBS)
Knowledge of or support to National Guard in this capacity is preferred

Security Requirements
The selected individual must be able to successfully pass a background and drug screening as a condition of employment. The selected individual may/will be subject to a Government security background investigation and must meet eligibility and suitability requirements. Clearance level requirement may be subject to change at the government's discretion. In this event, you will be required to obtain and maintain a Top Secret clearance for the duration of your employment. Incumbent may be selected at a higher or lower clearance level as specified by any change made by the Government.

Educational / Work Experience
Possess a BA or BS Degree
5+ years of experience working in the declassification or records management area
Additional years of experience may be substituted for education
Must be able to use Excel/Access and MS tools

Professional/Certification Requirements
Completion of specialized training in E.O. 13526 requirements, the declassification analysis process, use of classification guides, recognition of National Guard equities, proper disposition of documents reviewed and master of automated tools and tracking system.
