Command and Control (C2) Modeling & Simulation Analyst (Finance)



Description

Qualis LLC is seeking a Mid-Level Command and Control (C2) Modeling & Simulation (M&S) Analyst for a position located at Hill Air Force Base (HAFB), as part of the 719th Test Squadron under the 804th Test Group affiliated with Arnold Engineering Development Complex (AEDC), and will provide oversight of and conduct Sentinel ICBM Modeling, Simulation, and Analysis (MS&A) activities.

Essential Duties:

  • Evaluates requirements for USAF Major System Acquisition.
  • Assesses the network performance for the various systems.
  • Plans and executes testing of network designs in a physical and simulated environments.
  • Verifies operational configurations against best practices and government standards and regulations.
  • Advises network designs of hardware requirements, configurations, and limitations.
  • Maintains technical expertise in layer 2 and layer 3 concepts.
  • Evaluates and reports on new communications technologies to enhance capabilities of the network.
  • Formally documents results in the form of technical reports and presentations and communicate effectively with internal and external stakeholders.
  • Guides CTF Verification & Validation efforts during DT&E to support operational test agency accreditation of system models.
  • Leads and mentors junior team members as assigned.
  • Supports periodic reviews of integrated test results and test plan status. Participate in Integrated Product Teams (IPTs) and Integrated Test Teams (ITTs) as appropriate.
  • Provides technical support and advocate integrated approaches of engineering efforts and support of test activities for which existing guidelines may not be available or applicable.
  • Serves as a test team participant in the development of documents such as the Test and Evaluation Master Plan (TEMP), System Test Plan (STP), Developmental Test (DT) Report, recommendation for IOT&E readiness, and other technical documents.

Requirements

Required Qualifications:

  • Bachelor's or Master's degree in a relevant field such as Physics, Electrical Engineering, etc. *Experience may be substituted for education with customer approval.
  • 3-10 years of relevant experience.
  • Must have or be able to obtain a TS/SCI security clearance.
  • Knowledge of communications and information security policies and practices.
  • Knowledge of network and hardware and software interconnecting and interfacing, such as switches, routers, multiplexers, firewalls, hubs, bridges, and gateways, etc.
  • Ability to conduct analysis to understand complex network architectures.
  • Skillful in extracting meaningful insights from data, identifying trends, and making data-driven decisions.
  • Understanding of system design, development, and testing principles, including system architecture, system integration, and system validation.
  • Strong communication and interpersonal skills, with the ability to work effectively with cross-functional teams, including design, development, testing, and maintenance teams.
  • Ability to analyze complex problems, identify root causes, and develop effective solutions.
  • Strong project management skills, with the ability to prioritize tasks, manage timelines, and meet deadlines.
  • Ability to work in a fast-paced environment, with multiple priorities and deadlines.
  • Strong attention to detail, with the ability to maintain accurate and detailed records.
  • Focused adherence to safety and security requirements.
  • Familiarity with test & evaluation planning and processes consistent with DoD acquisition directives and policies.
  • Familiarity with ICBM weapon systems and related subsystems/equipment, their projected use in the military, and methods of testing.
  • Must be willing to travel up to 10%.

Desired Qualifications:
  • Master's degree or greater in a relevant field such as Physics, Electrical Engineering, etc., is desired.
  • 5 years of relevant experience, some of which includes test and evaluation.
  • Familiarity with data analysis and visualization tools, such as:
    • Excel
    • Tableau
    • Power BI
    • Python
    • MATLAB
    • R
    • JMP
  • CCNP and CCIE or equivalent certifications.
  • Knowledge of RF networks and Protocols.
  • Familiarity with government networks and systems.
  • Experience and interest in the development of large, complex, high-performing, sustainable, and secure network systems.
  • Experience with building relations with technical-oriented stakeholders, defining process, and interfacing with various enterprise stakeholders.
  • Familiarity with test & evaluation planning and processes consistent with DoD acquisition directives and policies.
  • Familiarity with test data analysis/evaluation, modeling and simulation, and technical report preparation.
  • Experience with applications such as CAMEO Enterprise Architecture and IBM DOORS
  • An active TS/SCI clearance
