SENIOR MANAGER OF AIRPORT OPERATIONS CENTER
GENERAL DESCRIPTION
Under the general direction of the Director of Airfield Operations and Emergency Management, the Senior Manager of Airport Operations Center is responsible for overseeing the Authority's 24/7/365 Airport Operations Center (AOC), which serves as the central hub for all airport operations. This role involves proactive management and leadership of key airport systems, including customer processing and movement, emergency management functions, fire suppression detection, and radio and telephone communications supporting critical systems such as elevators, escalators, and shuttles. This position coordinates directly with the Tampa Airport Police Department, who leads the 911 Public Safety (Police, Fire, EMS) communications within the operations center but does not directly supervise the public safety dispatchers. The Senior Manager position is responsible for managing an AOC Operations Manager and a team of approximately 20 dispatchers on rotating shifts. This position will lead the growth of the AOC to an integrated operations center involving multiple stakeholders and additional monitoring and communication technologies to support the continued growth and innovative technologies to support the organization into the future.
Requires availability for emergency call-in and emergency response for EOC activations.

ESSENTIAL FUNCTIONS
· Responsible for their subordinate employee's welfare and care, individual training in the conduct of their duties and mentoring.
· Reviews subordinates work performance, conducts open and honest performance check-ins, appraisals, initiates corrective action or discipline as necessary.
· Ensures subordinates meet authority standards in personal appearance, maintains and accounts for equipment as instructed.
· Manages, plans, and provides direction to the Airport Operations Center.
· Coordinates assignments for the Airport Operations Center, assigns staff to ensure adequate coverage, monitors activities to ensure the proper staffing and coordinates backup support for contingency actions.
· Determines funding requirements, develops and manages the Airport Operations Center's annual operating budget, and monitors the status of allocated funds and controls expenses.
· Plans for future needs and benchmarks operational processes against other airports to ensure best practices are always in place.
· Coordinates with internal divisions and external agencies/departments to ensure an efficient flow of communications and services.
· Establishes, Interprets, explains, and ensures compliance with program requirements, regulations, and procedures.
· Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS
QUALIFICATIONS
· Bachelor's Degree in Public or Business Administration, Airport Management or a related field.
· Five (5) years of experience managing operations at a large or medium hub airport.
· Three (3) years of supervisory experience.
· Or equivalent combination of education, training, and experience.
· Must possess a valid Florida Driver License.
PREFERRED QUALIFICATIONS
· CJIS/FDLE regulatory experience or other regulatory agency coordination, engagement, and accountability.
· FAA Part 139 regulatory experience or security related experience
· Certified Member (CM), AAE (Accredited Airport Executive), or related credentials for telecommunications or public safety.
