Chemical and Biological Defense Senior Science and Technology Transition and Warfighter Integration Advisor (Government)

SPECIFIC JOB DESCRIPTION:
The Chemical and Biological Defense Senior Science and Technology Transition and Warfighter Integration Advisor provides science and technology (S&T) transition and warfighter integration subject matter expertise to the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (DASD(CBD)) to assist in the oversight of the Department of Defense's chemical and biological defense (CBD) portfolio. This position provides CBD subject matter expertise for the integration of national, interagency, and Department of Defense (DoD) acquisition policy/guidance efforts. Support will involve a wide range of CBD issues, to include:
Provides analytical and support services to enable the effective and efficient oversight, coordination, review, and strategic planning of the CBD S&T program.
Conducts assessments to measure on-going research with plans, programs, technology advancements, and warfighter requirements.
Supports Chemical and Biological Defense Program (CBDP) and countering weapons of mass destruction capability development integration (concept development, needs/requirements, joint doctrine, experimentation, urgent needs, etc.).
Reviews and assesses the CBDP budget justification exhibits, program plans, spend plans, etc., to oversee technology alignment and transition to advanced development programs.
Coordinates with CBDP relevant stakeholders and customers (e.g., S&T Manager, Advanced Developer, the Military Services, etc.) to ensure CBDP capability development efforts are integrated and warfighter requirements are met.
Provides support to government leads at various DoD and interagency meetings and drafts/reviews documents, as required.
Additional Details:
This position requires local travel to meetings within the National Capitol Region (approximately eight times per month) and one-two overnight trips in the course of a year.
SKILLS & EXPERIENCE:
The following skills and experience are required for this position:
Must have minimum of a SECRET clearance. The ability to obtain and maintain a TOP SECRET (SCI) clearance is desirable.
Prior experience with the CBDP is highly desirable.
Prior experience with the oversight of acquisition programs is desirable.
Knowledge and basic understanding of CBDP joint planning, programming, and budgeting information systems (e.g., Joint Service Chemical and Biological Information System (JSCBIS), etc.) is highly desirable.
Experience with the CBRN operational requirements process and knowledge of the development of capability documents and programs using the Joint Capabilities Integration Development System (JCIDS) and Knowledge Management/Decision Support (KM/DS) system is highly desirable.
Prior experience and/or knowledge of government contract acquisition processes is desirable.
Recent experience with the DoD Correspondence and Task Management System (CATMS).
Completion of Defense Acquisition University Courses Acquisition 101, at a minimum.
EDUCATION & YEARS OF EXPERIENCE:
10 years of experience and an advanced degree in physical or life sciences is highly desired. An advanced degree can be substituted by an additional 5 years of prior CBDP experience.
