POSITION TITLE: Police Chief (Sworn position) REPORTS TO: City Administrator In the absence of the City Administrator, reports to the Mayor SUPERVISES: Police Deputy Chief, Administrative Assistant to Police Chief SALARY RANGE: $85,477 - $125,701 based on education and experience, Management Exempt PURPOSE OF POSITION: The position is responsible for the administration of the law enforcement function within the City of Papillion jurisdiction. ESSENTIAL FUNCTIONS: Formulate policies and regulations governing activities of Police Department personnel, including training programs, police records, crime prevention activities, and traffic safety regulations. Appraise conditions of work in the department and formulate and prescribe methods and procedures to be followed by the department. Responsible for the development and review of City ordinances and resolutions pertaining to law enforcement, health and safety regulations of the City. Prepares police annual budget and supervises the use of resources to reach budget goals within the appropriations. Establishes and maintains favorable public relations for the department by attending civic clubs, schools, and other public gatherings to provide information. Maintains cooperation with other law enforcement agencies. Responsible for regulations and inspections of public enforced licenses, including, but not limited to, tobacco licenses, liquor licenses, vendor permits, and fireworks vendor licenses. Supervises staff of the department, including necessary recommendations to the City Administrator and/or Mayor for disciplinary actions; cooperates with the Civil Service Commission in testing procedures; and recommends personnel policies for submission to the City Council. Responsible for writing grant applications relating to the law enforcement functions. Serves on the Board of Health and is responsible for coordinating the activities of the Board. ESSENTIAL KNOWLEDGE, EXPERIENCE AND ABILITY: Ability to maintain regular and dependable attendance on the job, including attendance and job performance for possibly prolonged periods of time when called out on short notice due to weather conditions, emergencies, and similar situations of public necessity. Knowledge of and experience in technical and operating principles and practices and problems of law enforcement and crime prevention activities. Knowledge of laws governing custody of persons, search and seizure, and rules of evidence. Knowledge of and experience in different types of communications and electronic devices and equipment for modern law enforcement work. ESSENTIAL EDUCATION, CERTIFICATION AND/OR LICENSES: 1. Bachelor's Degree in Criminal Justice, Public Administration, or a related field. 2. Master's Degree from an accredited college or university, preferred. 3. Valid Nebraska driver's license. 4. Must have a Law Enforcement Basic Certification from a State of Nebraska Law Enforcement Training Center, or equivalent. 5. Must maintain all certifications, qualifications, and training as required. 6. Must obtain a State of Nebraska special certification in Supervision and Management, within one (1) year of employment. 7. Must have seven (7) years of civilian Law Enforcement experience. 8. Four (4) years supervisory experience in public or private sector preferred. 9. Must be bondable. 10. Must be a resident within the zoning jurisdiction of the City of Papillion ESSENTIAL PHYSICAL DEMANDS AND TYPICAL WORKING CONDITIONS: Police Officers are often placed in a position of physical and mental stress and will be required to perform a variety of duties which may require the incumbent to walk, run long distances, or sit for extended periods of time. Work is generally performed indoors in an office setting and requires routine bending, lifting and carrying office supplies, books, files and other materials. However, work may be required outdoors with a considerable amount of physical activity including walking, standing, kneeling, bending, crouching, reaching, stooping and climbing. While performing the duties, the incumbent is required to talk, hear, use hands and fingers to operate objects, tools, equipment or controls and must have the ability to transport themselves to and from various locations throughout the City and within the Police Department and City Hall. Hand-eye coordination is necessary to operate computers and various pieces of police equipment and vehicles. The incumbent must be able to lift objects up to 85 lbs., and move objects up to 160 lbs., without assistance. The incumbent is required to work in all climatic conditions, extreme heat to cold with snow and ice. The incumbent occasionally works near moving mechanical parts, in precarious places, may be required to work with firearms and other weapons systems, and is occasionally exposed to bodily fluids, fumes or airborne particles, toxic chemicals, and vibration. Specific vision abilities required by this job include adequate close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Work hours may occasionally be required in times of darkness. The noise level may be moderate to intense depending on activity performed. Work requires extensive interaction with the general public and law violators and may be stressful when dealing with criminal incidents, irate citizens, and specific time frames.
